National Citizen Party (NCP) MP Akhtar Hossen today said that implementation of the July Charter and the formation of a Constitution Reform Council depend on the political goodwill of the ruling party.

“It is a matter of goodwill for the ruling party. They have a two-thirds majority. If they now accept the July Charter, the July Charter Implementation Order, and the referendum, then no further questions will arise,” he said in parliament.

He made the remarks while taking part in a discussion on an adjournment motion brought by Opposition Leader Shafiqur Rahman on convening a Constitution Reform Council in line with the July Charter Implementation Order.

“We call upon them to do so,” he added.

Akhtar said that the context in which the current parliament was formed is widely known.

“After the events in Bangladesh, from August 5 to August 8 (2024), there was no government in the country. During that time, how effective was the constitution? Have we examined that?” he asked.

He questioned how the current law minister was appointed attorney general at that time, noting that the oath of the interim government is not described anywhere in the constitution.

“The issue of implementing the July Charter had been discussed several times at the National Consensus Commission, where current Home Minister Salahuddin Ahmed and other leaders were present,” Akhter said.

“All of them now sit on the government benches. How can they now forget those discussions?” he asked.

"Before the election, Tarique Rahman urged the people to vote ‘Yes’ in the referendum. Why do they now refuse to accept the verdict of the referendum?" Akhter said.
