At least eight additional secretaries have been promoted to the rank of secretary, while a retired secretary has been appointed on a one-year contract as part of the Bangladesh Nationalist Party-led government’s fresh administrative reshuffle in its civil bureaucracy.

Besides, three serving secretaries were transferred to different ministries, while five secretaries posted at several ministries were attached to the Ministry of Public Administration.


The Ministry of Public Administration on Wednesday night issued separate gazette notifications in this regard.

SM Ebadur Rahman was appointed as secretary of the Economic Relations Division on a contractual basis, while Md Golam Sarwar Bhuiyan, director general (additional secretary) of the Wage Earners Welfare Board, was promoted to secretary and appointed to the Parliament Secretariat.

The current secretary of the Parliament Secretariat, Kaniz Mawla, was transferred to the Implementation Monitoring and Evaluation Division as secretary.

Yasmin Parveen, SDS (Civil) at the National Defence College, was promoted to secretary and appointed secretary of the Ministry of Women and Children Affairs.

Khulna Divisional Commissioner Md Mokhter Ahmed was promoted to secretary and made secretary of the Ministry of Expatriates Welfare and Overseas Employment, while the ministry’s current secretary Neyamat Ullah Bhuiyan was transferred as a member of the Planning Commission.

Additional secretary of the Ministry of Land Raihan Kawsar was promoted to secretary and appointed as secretary of the Ministry of Environment, Forest and Climate Change.

Chairman of the Bangladesh Food Safety Authority Zakaria was promoted to secretary and appointed as secretary of the Financial Institutions Division.

Additional secretary of the Local Government Division Kazi Anwar Hossain was promoted to secretary and appointed secretary of the Information and Communication Technology Division.

Additional secretary of the Ministry of Labour and Employment Fahmida Akhter was promoted to secretary and appointed as secretary of the Ministry of Civil Aviation and Tourism, while the ministry’s current secretary, Nasreen Jahan, was transferred as a member of the Planning Commission.

Additional secretary of the Ministry of Home Affairs Md Delwar Hossain was promoted to secretary and appointed as secretary of the Ministry of Fisheries and Livestock.

Meanwhile, ERD secretary Md Shahriar Kader Siddiky, Financial Institutions Division secretary Nazma Mobarek, IMED secretary Shirajun Noor Chowdhury, Cabinet Division secretary Zaheda Parveen, and Environment, Forest and Climate Change secretary Farhina Ahmed were attached to the Ministry of Public Administration.

The reshuffle was made hours after the government promoted 264 officials to the rank of senior assistant secretary on Wednesday in one of the largest such exercises in recent years.

Earlier, the government appointed several retired persons as secretaries at several ministries and divisions on a contractual basis.

Since assuming office under the leadership of prime minister Tarique Rahman on February 17, the new administration has already removed four secretaries, while the contracts of nine others were terminated and five deputy commissioners have also been withdrawn.
