Ukraine has struck a Russian oil refinery in the Ryazan region, as well as oil-processing facilities in the Perm region and Tatarstan, President Volodymyr Zelensky said yesterday.

He also said that a site used to store and launch attack drones in the Kursk region was hit, as well as an unspecified target in the Black Sea.

Earlier yesterday, the Russian military hit a vessel in the Ukrainian port of Chornomorsk, which it said had military cargo onboard, Interfax, citing the Russian defence ministry, reported.

At the port of Izmail, the Russian military hit loading facilities, Interfax added, also citing the defence ministry.

The tit-for-tat strikes came after a senior Ukrainian presidential official said Washington’s envoys have brought new, “more effective” proposals on ending the war with Russia to Kyiv.

Russia is not against restarting three-way talks with Washington and Kyiv on the Ukraine war, the Kremlin said yesterday, after the visit to Moscow and Kyiv by US negotiators Steve Witkoff and Jared Kushner.

“We, too, do not rule out the resumption of the trilateral format, but it is too early to say anything about the venue or the exact dates at this stage,” Kremlin spokesman Dmitry Peskov told reporters in a briefing call.
