Implementing the 9th National Pay Commission proposals would additionally require Tk 106,000 crore, the commission’s Chairman Zakir Ahmed Khan said while submitting its report to Chief Adviser Professor Muhammad Yunus today.

Currently, the government spends Tk 131,000 crore for 14 lakh government employees and 9 lakh pensioners.

The 23-member commission, led by its chairman, presented the report in the afternoon at the state guest house Jamuna, CA press wing said in a statement.

In the report, the commission recommended a 20-grade pay structure for government employees. It proposed increasing the minimum pay scale from Tk 8,250 to Tk 20,000, and the maximum pay scale from Tk 78,000 to Tk 160,000.

Finance Adviser Salehuddin Ahmed, Special Assistant to the Chief Adviser Anisuzzaman Chowdhury, Finance Secretary Khairuzzaman Majumder, and all full-time and part-time members of the commission were present on the occasion.

The government formed the 23-member Ninth National Pay Commission on July 27, 2025, setting a six-month deadline for submission of the report.

The commission was constituted after a gap of 12 years since the formation of the Eighth Pay Commission in 2013.

The scheduled deadline for submission of the report was February 14, 2026.

The commission prepared the report using only 18 percent of its allocated budget.

After receiving the report, the chief adviser expressed satisfaction and thanked the commission members.

He said, “This is a massive task. People have been waiting for this for a long time. From the outline, I understand that this has been a very creative piece of work.”

Speaking at the event, the commission chairman said that over the past decade, there had been significant changes in almost all economic indicators at both global and national levels.

He said the prices of essential commodities had increased manifold, and in the absence of a timely and appropriate pay structure, it had become increasingly difficult for government employees to meet living expenses.

The commission held 184 meetings, both online and offline, and received opinions and proposals from 2,552 individuals to formulate timely and realistic recommendations.

While submitting the report, the finance adviser said the next task was to implement the proposals. To this end, a committee would be formed to work on the implementation process.

Among the new proposals in the commission’s report are the introduction of health insurance for government employees, reform of the pension system, reconstitution of the Government Employees Welfare Board, formation of a Service Commission, rational restructuring of pay grades and scales, formation of a committee to review allowances in government offices, and human resource development in the health and education sectors.

The report also recommended that if an employee has a child with a disability, a monthly allowance of Tk 2,000 should be provided, subject to the condition that a maximum of two children will be eligible for this benefit in all cases.

It further said that if the existing provisions for tiffin allowance continue, the commission recommends increasing the allowance rate. For employees from the 11th to the 20th grade, the existing monthly tiffin allowance of Tk 200 may be increased to Tk 1,000.
