The 11-party alliance led by Jamaat-e-Islami has demanded the immediate formation of a Constitution Reform Council to implement the July National Charter, warning that Bangladesh could face political conflict if the verdict of the referendum is not implemented.

The demand came during a human chain in front of the NAM Building at the Jatiya Sangsad Bhaban after alliance leaders submitted a memorandum to Speaker Hafiz Uddin Ahmed today.

The memorandum was signed by Rokeya Begum, mother of July martyr Jaber Ibrahim and a reserved-seat lawmaker from Jamaat.

"If it is not implemented, the country's politics could move towards conflict," Jamaat Secretary General Mia Golam Porwar said while addressing the programme.

Porwar said the alliance had urged the speaker to take the necessary legal steps, together with the prime minister and the leader of the opposition, to implement the verdict endorsed by nearly 70 percent of voters in the referendum.

Speaking at the human chain, alliance coordinator and Jamaat Assistant Secretary General Hamidur Rahman Azad said parliament cannot function while ignoring the people's expectations. He also warned that there would be "another July revolution" if necessary to ensure implementation of the referendum verdict.

Azad also said those responsible for the July killings must be brought to justice, warning that otherwise the people would compel the government to do so.

The memorandum, submitted on behalf of the 11-party alliance and the families of those martyred and injured during the July movement, contains six demands. These include the formation of a Constitution Reform Council to implement the July National Charter and a mandatory roadmap for implementing the referendum verdict.

The July National Charter was adopted on October 17, 2025, during the tenure of the then interim government. The following month, President Mohammed Shahabuddin promulgated the July National Charter (Constitution Reform) Implementation Order, under which a referendum ordinance was issued.

The referendum was held on February 12, 2026, alongside the 13th parliamentary election.

Under the implementation order, elected lawmakers were also required to take oath as members of the Constitution Reform Council. However, BNP lawmakers took oath only as members of parliament, while all 77 lawmakers from the Jamaat-led alliance took both oaths.

The alliance has revived the issue as part of its 36-day programme marking the second anniversary of the July mass uprising.
